Town and country planning – Planning authority. The claimant developer sought judicial review of the authority's decision to adopt a neighbourhood plan. The Planning Court, in dismissing the application, held that, among other things, a neighbourhood development plan might include policies dealing with the use and development of land for housing, including policies dealing with the location of a proposed number of new dwellings, even where there was no development plan document setting out strategic policies for housing. Accordingly, the authority had been entitled to make the plan in the light of a vote in its favour at a referendum.
