Local authority – Statutory duties. On the claimants' applications for permission to apply for judicial review regarding the defendant local authority's decisions to make significant cuts to the library service in Northamptonshire, the Queen's Bench Division found that there had been flaws in the authority's decision making regarding the making of those cuts. Accordingly, the court granted the claimants' applications, limited to challenging the relevant executive decisions and the library budget head. It further quashed those executive decisions.
