Court of Session: In an application for permission to appeal from a decision of the Sheriff Appeal Court in which the respondents raised an objection to it being determined by a single procedural judge, contending that a quorum of three judges was required, the court repelled the objection to the competency of the application, holding that the quorum for deciding permission to appeal was one judge, and it refused the application on the merits, holding that it did not satisfy either branch of the test for permission to appeal.
