The Planning Court, quashing the defendant local planning authority's decision to grant planning permission to the interested party to convert the use of land from grazing to residential use by stationing caravans on it, held that the planning officer's report had misled the planning committee by failing to draw its attention to the fact that nearby gypsy sites were either unlawful or temporary in nature.
