The reasonable, albeit well-informed, observer could conclude that the short term of appointment of Parole Board members, coupled with the precarious nature of the tenure, might wrongly influence a decision that had to be made. The Administrative Court thought it possible the parties could agree a consent order incorporating a declaration to that effect, but refused the claimant serving prisoner an interim order that would halt the selection process of a new Chair of the Parole Board, as it appeared to go wider than the substantive relief which was sought.
