Electricity – Supply. The Administrative Court allowed the claimant's application for judicial review of the defendant's decision that, because payments for electricity connection works had been made in advance, interest on them was payable by the claimant. On a proper construction of ss 19 and 20 of the Electricity Act 1989, the claimant's requirement for advance payment of the connection costs by the customer had not only been permissible under the Act if required by way of security under s 20 of the Act, such that interest was not payable.
