Housing – Homeless person. A local housing authority could not reconsider its determination of an applicant's eligibility for assistance under Pt VII of the Housing Act 1996 after it had made a local connection referral to another authority. Accordingly, the Court of Appeal, Civil Division, dismissed the appellant local housing authority's appeal, as there was no doubt that the judge's conclusion, that the first favourable eligibility decision had been a final decision in relation to the housing duty owed to the claimant, had been right for the reasons he had given.
