R (on the application of Pitts) v Commissioner of Police for the Metropolis

Police – Investigation of crime. The Administrative Court quashed the decision of the defendant Metropolitan Police Commissioner's Force Crime Registrar, which had concluded that a complaint of rape against the claimant should remain recorded as a crime. The Registrar had been correct to hold that he had to be satisfied beyond reasonable doubt that no offence had been committed before he decided that the classification of an incident recorded as a crime should be cancelled, but his decision was unreasonable.
