Criminal law – Trafficking people for exploitation. The guidance published by the Secretary of State had failed to give effect to the obligation under the Council of Europe Convention on Action against Trafficking in Human Beings 2005 (CETS No 197) (the Trafficking Convention). The Court of Appeal, Civil Division, held that the guidance was entirely silent as to the purpose for which it had to be necessary for the victim to remain.
