The Administrative Court dismissed the claimant local authority's application for judicial review of the defendant Bus Lane Adjudicator's decision, dismissing its application for review of its adjudicator's decision, which allowed the first interested party's appeal against a penalty charge notice, issued by the claimant, for driving in a bus lane. The authority had not overcome the high threshold in establishing that the adjudicator's findings of fact, as confirmed by the defendant, had been Wednesbury unreasonable.
