Administrative law – Judicial review. The Administrative Court allowed a claim for judicial review, challenging a local authority's decision to enter into a deed of surrender concerning a site in Harford in Norwich, which decision, the claimant contended, amounted to the discontinuance of the cattle market there. The court held that there had been a purported disposal, by the local authority, of all property interest in the site, from which the claimant livestock auctioneer operated, contrary to s 4(2) of the Norwich City Council Act 1984.
