Prize law – Salvage. The claimant's claim to salvage of eight bronze cannon and tin ingots was time barred, under art 23(1) of the International Convention on Salvage 1989, as it could not be accepted that salvage operations of a wreck on the sea bed could not, as a matter of law, be considered to be finished or complete until everything was raised from the sea bed or the salvor abandoned his operations. Accordingly, the Administrative Court dismissed his claim for judicial review of the Secretary of State's decision refusing salvage.
