Wireless – Licence. The defendant Office of Communications' decision on rules governing an auction of radio bandwidth or spectrum had been properly reasoned and based upon sound evidential findings. In particular, the Administrative Court rejected the claimants' challenges to the conclusions setting a cap on the amount of spectrum that any mobile network operator could acquire and not to compel owners of licences of non-contiguous spectrums to relinquish them and to obtain a replacement, contiguous licence covering the same total bandwidth.
