R (on the application of Ezz) v HM Treasury

European Union – Sanctions. The Administrative Court dismissed the claimant's application for judicial review of the defendant HM Treasury's assessment of the reasonableness of his legal fees in Egyptian criminal proceedings by reference to the maximum Senior Courts Costs Office guidance for London legal rates, adjusted by the International Monetary Fund's Purchasing Power Parity conversion rate (PPP). It had not been beyond the range of reasonable responses for the defendant to make such an adjustment as a means of arriving at a figure for reasonable legal costs within the Egyptian market.
