Immigration – Detention. The Administrative Court dismissed the claimant Eritrean national's application for judicial review of the defendant Secretary of State's decision to certify his claim as manifestly unfounded. Further, the Secretary of State had been entitled to detain him, as she had not breached her policy not to detain victims of torture and those with mental illness, save in exceptional circumstances.
