Prisoner – Rehabilitation. Court of Session: Refusing a judicial review petition by a prisoner who was serving a sentence of life imprisonment with a punishment part (tariff) of 18 years who sought judicial review of a failure by the Scottish Ministers to provide him with rehabilitation and their associated policy, at a second hearing the court rejected the petitioner's complaint that the ministers had failed to provide him with a reasonable opportunity to rehabilitate himself and to demonstrate to the Parole Board at or about the time his tariff expired that he no longer presented an unacceptable risk to the public.
