European Union – Immigration. Directive (EC) 2004/38 of the European Parliament and Council and the protection of legitimate expectations did not preclude a member state from, first, withdrawing a registration certificate wrongly issued to a European Union citizen who had still been subject to an exclusion order and, second, adopting a removal order against him based on the sole finding that the exclusion order had still been valid. The Court of Justice of the European Union answered further questions concerning the lawfulness of a decision to withdraw a registration certificate and an expulsion decision.
