Secretary of State performed volte face in assessment and failed to apply National Planning Policy Framework – . The Administrative Court quashed the defendant Secretary of State's refusal of outline permission for the construction of up to 400 dwellings plus associated infrastructure. There was no reason to think that the decision would have been the same had he not failed in those two respects.
