Secretary of State performed volte face in assessment and failed to apply National Planning Policy Framework – . The Administrative Court quashed the defendant Secretary of State's refusal of outline permission for the construction of up to 400 dwellings plus associated infrastructure. The Secretary of State had performed a complete and unexplained volte face in his assessment of the highways impacts of two proposals for development on the same site and had also failed to apply his own National Planning Policy Framework. There was no reason to think that the decision would have been the same had he not failed in those two respects.
