Medical practitioner – Disciplinary proceedings. The conduct and competence committee of the respondent Health and Care Professions Council's imposition on the appellant psychotherapist of a sanction of 12 months' suspension for 46 charges of lack of competence was quashed. The Administrative Court held that the present was an exceptional case where the sanction had been plainly wrong, as taking the appellant out of practice for a period of 12 months after he had displayed a real commitment to maintain his skills through the long interim period and had procedure evidence of improvement was not a proportionate sanction.
