The defendant TfL had not unlawfully failed to disclose information about how the structure whereby operators' fees would raise a sum had been worked out, in order for consultees to be sufficiently informed about the proposal actually under consultation in order to make an informed response. The Administrative Court further held that TfL had produced a reasonable method, with some evidence, to which reasoned judgment had been applied and there had not been any unlawful subsidy.
