High Court of Justiciary: Refusing an appeal against a sheriff's decision to order the appellant's extradition to Bulgaria in terms of a European Arrest Warrant, the court was satisfied that assurances had been given by the receiving state regarding prison conditions on Bulgaria which could be considered effective, reliable, unequivocal and binding and were such that if fulfilled, the appellant would not be subjected to treatment contrary to art 3 of the European Convention on Human Rights.
