Extradition – Request for extradition. Assurances from the Russian Federation should be accepted, provided that they were adequate and accurate in terms of scope and content, and it would be given the benefit of the doubt and assumed to have a strong incentive to adhere to assurances provided by it. Accordingly, the Divisional Court dismissed the appellant's appeal, relying on arts 3 and 6 of the European Convention on Human Rights, against the judge's order, sending the Secretary of State a request for his extradition to Russia to serve a sentence of 18 months' imprisonment for fraud.
