Local authority – Licence. The justices had not been correct to find that the case did not fall within s 14(2) of the London Local Authorities Act 1991 and to acquit the respondent because he had taken all reasonable steps to ensure a child was 16 or over, as s 14(2) was an offence of strict liability. The Divisional Court further held that the justices had not been correct find that the incomplete records evidenced had not specified the kind of treatment provided to others.
