Criminal law – Harassment. The defendant Metropolitan Police Commissioner's decision to issue a prevention of harassment letter (PHL) to the claimant had not infringed the claimant's rights under arts 8 or 10 of the European Convention on Human Rights. The Administrative Court, in dismissing the claimant's application for judicial review, further held that nothing suggested that the claimant had received a procedural promise that she would be interviewed prior to a PHL being issued, such as to give rise to a legitimate expectation.
