Petroleum rights – Licence. The grant of a petroleum exploration and development licence was not governed entirely by the statutory code relating to such licences and the defendant Secretary of State was able to agree to a variation in the terms of such a licence. Accordingly, the Planning Court rejected the claimant's contention that a deed of variation of the licence had been ultra vires and dismissed his application for judicial review.
