The Secretary of State for Justice was an interested party in the claimant's application for judicial review, alleging that the defendant Parole Board had adopted an unlawful approach when considering the circumstances leading to his recall from a period on licence. Accordingly, the Administrative Court granted the claimant permission to amend the claim form to identify the Secretary of State and made directions depending on whether or not the Secretary of State filed an acknowledgement of service indicating an intention to defend the claim.
