The Administrative Court partially allowed the appellant's appeal against the decision of the Disciplinary Committee of the respondent Farriers Registration Council, finding him guilty of serious misconduct in a professional respect and directing that his name be removed from the register of farriers. On one charge, the committee's conclusion had been flawed because it had failed to take account of relevant evidence, and it had failed to consider the possibility that a more appropriate and proportionate outcome would be removal as an approved training farrier, without removal from the register.
