The Administrative Court dismissed the claimant Chief Constable's application for judicial review of the defendant Police Misconduct Panel's finding that the interested party's behaviour had amounted to misconduct, but not gross misconduct. The panel's decision had not been irrational and it was sufficiently separate from, and independent of, the Chief Constable to enable him to bring such a challenge by way of judicial review.
