Court of Session: Dismissing a petition in which a prisoner sought judicial review of decisions made in relation to the opening of his correspondence, the court held that the respondents' failure to treat a letter from the Health and Care Professionals Council as privileged did not constitute the breach of any legitimate expectation on the petitioner's part, and their refusal to designate as confidential correspondence between prisoners and regulatory bodies of the legal profession in parts of the UK other than Scotland had not been demonstrated to be irrational.
