The local licensing authority was entitled to set and to require payment of a fee, including enforcement costs as well as processing costs applicable to all those licence holders who had actually received licences and benefited by the authority's enforcement action. The Supreme Court further held that in so far as the authority had determined a reasonable fee, including enforcement costs, following the answer from the Court of Justice of the European Union and the previous judgment of the Supreme Court, there was no answer to the authority's claim to be paid or repaid it at present.
