Council Regulation (EC) 2201/2003 (Brussels IIA) and United Kingdom domestic law had not provided any means for enforcing the interim contact order made by the Estonian court in circumcstances where the relevant government organisations were not willing to supervise contact as required by the order. The Court of Appeal, Civil Division held that despite the acknowledged importance of the need to enforce foreign judgments in relation to it with the greatest possible expedition wherever feasible, Brussels IIA did not require a court it to abandon its domestic law concerning enforcement.
