Prison – Prison conditions. The Administrative Court dismissed the claimant prisoner's application for judicial review of the defendant Parole Board's decision, refusing to recommend her transfer to open conditions. Although the Parole Board had referred only to risk and had entirely failed to mention the need to balance risk against benefit in the introduction to its decision, reading the decision as a whole, it had carried out the required balancing exercise, taken into account relevant considerations, including the benefits of such move, and adequately explained its decision.
