The Upper Tribunal (Immigration and Asylum Chamber) dismissed the claimants' application for judicial review of the defendant Secretary of State's decision, refusing the first claimant Bangladeshi national further leave to remain in the United Kingdom on grounds, including that he had engaged in deception in procuring his Test of English for International Communication certificate. The Secretary of State's decisions had a demonstrably rational basis.
