R (on the application of Liverpool City Council and others) v Secretary of State for Health

Judicial review – Delay. The Administrative Court dismissed the claimant local authorities' application for judicial review of the defendant Secretary of State's ongoing failure to provide full, or even adequate, funding for local authorities in England to implement the deprivation of liberty regime. The claim, brought two days short of the three-month period, was brought out of time and the relief sought would be refused for that reason alone.
