The claimant's challenge to the first defendant local housing authority's decision to refuse to grant him a renewed house in multiple occupation licence on the basis of his failure to provide tenant information would be allowed, as on the proper construction of s 63(6)(c) of the Housing Act 2004, the insistence on the provision of information had been unlawful. However, the Divisional Court dismissed his challenges to the refusal on the basis of his failure to pay the fee and the lawfulness of a notice under s 16 of the Local Government (Miscellaneous Provisions) Act 1976.
