Police – Discipline. The Administrative Court dismissed the claimant Chief Constable's application for judicial review of the defendant Police Appeal Tribunal's (PAT) decision, finding the conduct of interested party, the temporary chief inspector, not gross misconduct as found by the disciplinary panel, but issuing final written warning for misconduct. The PAT had been entitled to take the view that the panel had misdirected itself on issues surrounding 'private on duty conduct' and mitigation, and its decisions as to liability and sanction had not themselves been irrational or otherwise unlawful.
