The defendant Chief Constable's predominant purpose, in refusing the claimant's request for the reconsideration of the causation of her disability, had not been contrary to the statutory purpose and the decision had not been vitiated by having taken account of delay as a relevant consideration. The Administrative Court, in dismissing the claimant's application for judicial review, further held that nothing in the statutory scheme made the saved cost of the process of reconsideration, if the request were refused, an impermissible consideration.
