Unless the law was changed to permit applications for parental orders by a single applicant, the applicant would not be entitled to obtain that transformative order to become the legal as well as biological parent of a child born under a surrogacy arrangement. Accordingly, the Family Division determined that it was in the child's welfare best interests to approve the continuation of the wardship, and the grant of care and control in respect of him to the applicant.
