The Administrative Court dismissed the claimants' application to quash the decision of the inspector appointed by the first defendant Secretary of State, upholding the second defendant local planning authority's decision refusing approval to convert a barn into an automatically approved dwelling. 'Conversion' in Class Q of Pt 3 of Sch 2 to the Town and Country Planning (General Permitted Development) (England) Order 2015, SI 2015/596, incorporated a requirement that the nature and extent of the works entailed had to fall short of that constituting a 'rebuild'.
